Foreign-registered vehicles will have to pay more to enter Singapore

From the start of August, it will cost 75 per cent more to drive into Singapore with a car registered overseas.
 
Singapore's Land Transport Authority (LTA) is raising the vehicle entry permit fees for foreign-registered cars from $20 to $35 per day.
 
For goods vehicles, the fee will be hiked fourfold to $40 per month.
 
Both revised fees will kick in from 1 August, said LTA in a statement, but buses, taxis and motorcycles will not be affected by the hike.
 
Also, all vehicles still do not have to pay fees to enter Singapore on weekends, public holidays and between 5pm and 2am on other days, with these hours extended to between 12 noon and 2am during the June and December school holidays in Singapore.
 
Further, while owners of foreign-registered goods vehicles can still purchase permits at the existing $10 monthly fee this month, any permit that holds validity beyond July will be charged at $40 per calendar month.
 
"The cost difference (between owning and using a foreign-registered vehicle as opposed to a Singapore-registered one) has widened in recent years, giving rise to the need to revise the (fees)," the agency said.

Cut bureaucratic layers, increase police manpower: Little India COI recommends

Cut time needed to activate essential resources when responding to public order incidents and increase the Singapore Police Force's manpower.

Those were among the eight recommendations made by the Committee of Inquiry in its report released on Monday on the Little India riot in December last year that was the worst incident of public unrest in Singapore in 40 years.

The committee also recommended stricter enforcement against public drunkenness and the placing of alcohol restrictions in hotspots.

The COI found that the riot was triggered by a fatal accident involving a foreign worker and by a confluence of factors, including alcohol.

The riot that shook Singapore involved 400 people and came soon after a bus accident in the Little India district that led to the death of a 33-year-old foreign worker named Sakthivel Kumaravelu.

Other recommendation of the COI include:

•    Improve the Singapore Police Force's communication, command and control capabilities to help build a better picture of the ground situation.
•    Appropriately train and equip frontline officers to effectively defuse and contain large-scale public order incidents.
•    Continue to build on SPF and Singapore Civil Defence Force's ability to respond in a concerted and coordinated manner to public order situations.
•    Install additional lighting, safety and surveillance devices in areas with large congregation.
•    Create more services and amenities for foreign workers outside of congregation areas and work with local community stakeholders to reduce congregation.

The COI report was submitted to Deputy Prime Minister Teo Chee Hean, who is also Home Affairs Minister.

Teo is currently studying the report and will give his ministerial statement on it in Parliament on 7 July.

Singapore's finance ministry announced on Monday that 1.6 million Singaporeans will be receiving letters in the coming week informing them of their 2014 GSTV Special Payments, the 5-year Medisave top-up, as well as the Service and Conservancy Charges (S&CC) rebates.

Organisers Monday urged Hong Kong's government to take seriously an unofficial referendum on democratic reform after nearly 800,000 people voted in the Chinese city, but state media in Beijing dismissed the ballot as unpatriotic.

The poll organised by pro-democracy activists that closed late Sunday saw more than 780,000 people voting on how Hong Kong's next leader should be chosen, days before a planned massive protest for greater democracy in the semi-autonomous city.

Some 88 percent of those who voted over 10 days in the referendum urged the city's lawmakers to veto any political reform plans that do not meet "international standards".

A psychiatric panel and a psychologist have found that Paralympian Oscar Pistorius, who is facing charges of murdering his girlfriend, is not mentally ill, the state prosecutor said Monday.

"Mr Pistorus did not suffer from a mental illness or defect that would have rendered him criminally not responsible for the offence charged," said state prosecutor Gerrie Nel, reading from the psychologist report, one of two reports that said the star runner should be held criminally responsible.

N95 masks widely available and much cheaper this year: CASE

If you're stocking up on N95 masks in anticipation of the haze this year, you can rest assured that they are more widely available and more reasonably priced this year than last year.
 
Prices of the masks range this year from $1.38 for a 3M 9105 V-Flex mask to $3.90 for the 3M 9210 model at Guardian, said Consumers Association of Singapore (CASE) in a release on Monday.
 
At the height of the haze in 2013, prices of the masks went as high as $8 per piece.


 
For its study, CASE did a random sampling of masks from three different leading brands — 3M, Kimberly-Clark and Paul-Boye — from 57 different authorised retailers that included Cold Storage, Guardian, NTUC FairPrice, Unity Healthcare and Watson's.
 
A large variety of cheaper masks are on sale online or at other retailers, the non-governmental organisation noted, but it urged caution in purchasing them, especially when their quality is not assured.
 
Also, CASE president Lim Biow Chuan stressed that N95 masks sold in Singapore are not certified for use for children as they are not designed to fit their faces.
 
"Parents should take precaution to ensure that their children reduce their outdoor activities when the air quality is unhealthy," he added.


 
CASE said it also ran tests on 10 air purifiers sold here to determine their effectiveness in clearing respiratory-problem-causing particles from the air. It found that the average elimination rate of these substances is in excess of 98 per cent.
 
In cleaning respirable suspended particles (atmospheric particles present in hazy conditions that are below 10 micrometers in diameter, and can cause chronic and acute effects on human health at high levels), the most effective air purifier was the Whirlpool AP628W, with an elimination rate of 99.21 per cent. The least effective air purifier on that front was the EuropAce EPU 166C, with a corresponding rate of 96.42 per cent.
 
Both purifiers scored 100 per cent elimination for volatile organic compounds (organic chemicals with a high vapour pressure at room temperature), however, alongside the Philips AC4025/01, with the worst performer, the LG PS-S209WC, still scoring an elimination rate of 99.55 per cent.

Over 6,400 Christians dressed in white on Sunday afternoon to attend a special "family worship" service conducted by Singapore's Faith Community Baptist Church (FCBC), according to organisers.

The service was held at a full-house Suntec Convention Centre and led by FCBC founder and pastor Lawrence Khong, who earlier called on his followers to wear white over the weekend to protest the annual Pink Dot gay rights rally on Saturday.

Khong, who supports keeping a Singapore law that criminalises sex between men, released a statement on Friday pointing to the Pink Dot movement as a "decline of moral and family values".

Despite the increasing number of people participating in Pink Dot annually, Singapore remains a largely conservative society.

In a survey on social morality released by the Institute of Policy Studies earlier this year, 78.2 per cent of respondents said sexual relations between two adults of the same sex was wrong, and 72.9 per cent did not agree with gay marriage.

"Pink Dot is right to protest for greater freedom and equality. I respect their push for greater inclusion," said FCBC member Teo Yee Nam ahead of the Sunday service. "But I feel they have to be mindful of society's stance on the traditional grounds of marriage."

Other FCBC members Yahoo Singapore spoke to concurred, saying they were wearing white not to explicitly oppose Pink Dot, but to support their pastor Khong and the idea of a traditional family unit involving one man, one woman and children.

"We're just coming together to worship God, and wearing white to have the spirit of supporting family," said Maisy, a 39-year-old homemaker. "Pink Dot have their own position. We don't have anything against them… after all, we're all Singaporeans."

The campaign to wear white was originally started more than a week ago by Singaporean Muslim teacher Ustaz Noor Deros, who asked Muslims to avoid Pink Dot and instead don white garments for Ramadan eve prayers on Saturday night.

Not all Muslims seemed to be aware of the initiative when Yahoo visited the prominent Masjid Sultan at Kampong Glam, but others elsewhere posted photos of themselves wearing white on social media under the hashtag "#wearwhite".

Lau Pa Sat to reopen Monday after renovation

The famous Lau Pa Sat Festival Market in Singapore's Central Business District is set to reopen on Monday after being closed for an eight-month renovation.
 
This is the first time that the popular hawker centre has undergone a major makeover in over seventeen years.
 
According to a report by Channel NewsAsia, the number of food stalls has been reduced from 80 to 68 to create 460 additional seats for patrons and for some stall holders to have a larger business space.
 
To improve ventilation at the food centre, the management has placed eight 14-feet big fans along each food street.
 
Local celebrity Gurmit Singh and a magician known as Alex will be present at the reopening on Monday between 6:30pm and 10:30pm, it was announced on the venue's website. Special discounts and promotions will also be offered just for the day.
 
The centre, which was constructed in the 19th century and was formerly called the Telok Ayer Market, underwent a series of delays during its renovation period reportedly due to inspectors having to check that the site keeps its cultural heritage.

Singapore*s Pink Dot gay rights rally draws thousands amid *unprecedented* discrimination

Despite opposition from some religious conservatives, thousands of people turned up at Hong Lim Park on Saturday for the annual Pink Dot event supporting Singapore's lesbian, gay, bisexual and transgender community.

Organisers estimated that around 21,000 people, the same number as last year's, came for this year's event despite what they called "overwhelming" negativity towards the gathering, which celebrates the "freedom to love".

Earlier this month, a Muslim teacher launched a "Wear White" campaign on Facebook to remind Muslims not to participate in the event. The campaign also drew support from conservative Christians led by Faith Community Baptish Church senior pastor Lawrence Khong, who staunchly opposes the repeal of Section 377A which criminalizes sex between men.

For the first time since the event began in 2009, organizers engaged security personnel for crowd control and to prepare for any unruly behaviour.

Organizers also introduced a "community voices" segment in the rally to feature six speakers, including "sticker lady" Samantha Lo and human rights lawyer M Ravi.

In his speech, Ravi said that in challenging Section 377A "we are fighting for fundamental equal rights".

Lo, meanwhile, talked about her experiences dealing with discrimination in Singapore society. "I worked twice as hard to prove that a lesbian female can contribute to society," she said.

In a press briefing before the start of the event at 5pm, Pink Dot spokesperson Paerin Choa said that the extent of discrimination against the LGBT community has been "unprecedented" this year.

However, he said that organizers were open to having a dialogue with Khong, who has asked his followers to wear white specially for a worship service at Suntec Convention Centre on Sunday to make a "statement".

The Pink Dot gathering has been growing rapidly over the years, drawing a record 21,000 people last year from 2,500 in its inaugural year.

PM Lee’s lawyer backs up aggravated damages claim; Ngerng’s insists ‘no cause of action’

Blogger Roy Ngerng's lawyer M Ravi has filed amended defence papers stating that Prime Minister Lee Hsien Loong has "no cause of action" against his client based on Article 14 of the Constitution which gives Singaporeans the right to freedom of speech and expression.

In court documents filed on Friday and released to the media that same day, Ravi denied allegations of malice on Ngerng's part and also denied that the prime minister is entitled to aggravated damages.

Lee is suing Ngerng for defamation after the blogger posted an article on his blog "The Heart Truths" in mid-May. Lee's lawyer, Senior Counsel Davinder Singh, said the article contained statements alleging the prime minister of "criminal misappropriation" of Central Provident Fund (CPF) monies.

On 18 June, Ravi had requested for better information to clarify some of the claims set out by Lee's lawyers, including claims of malice and details to support Lee's demand for aggravated damages.

Responding in a letter dated Wednesday, Singh noted that Ngerng caused the offending words and images to be "published and republished as widely as possible" and "intended to injure..and to wound [PM Lee's] reputation".

Singh pointed out Ngerng's alleged "calculated and cynical conduct" to use this case to promote himself and "cause further distress and injury" to the prime minister.

The lawyer noted that although the blogger apologised to Lee, saying the CPF allegation was "false and completely without foundation", a YouTube video by Ngerng about the allegation being "right" indicated the apology was insincere.

Singh also added that while Lee had never sought the removal of all CPF-related posts on the blog except for the ones specified, Ngerng falsely claimed that Lee sought to prevent Ngerng from expressing his views on the CPF or from exercising his constitutional rights.

This "disingenuous suggestion" was made in a letter Ngerng intended to make public in order to "bolster his standing and in aid of his continuing public campaign" against Lee, said Singh.

Ngerng is the first online critic brought to court by a Singapore leader. The case has been brought to the Singapore High Court, where the typical minimum value of damages claims is S$250,000. A pre-trial conference has been set for July 4.

The government has approved all the recommended changes to MediShield Life, the Ministry of Health announced on Friday.

In a statement, the MOH declared that the Government will provide close to $4 billion in subsidies and other forms of financial support over the next five years.

The Union of International Association (UIA) recently released its 2013 Global Rankings, where Singapore is named 'Top International Meeting Country' for the 3rd year running, and ''Top International Meeting City' for the 7th consecutive year.

UIA surveyed 174 countries and 1,465 cities, and found out that Singapore formed 9.4% of its database of meetings.

New Canberra MRT station to come up between Yishun and Sembawang

Singapore's Transport Minister Lui Tuck Yew announced on Friday that the government will be constructing a Canberra MRT station between Yishun and Sembawang.

He said this during his speech at a groundbreaking ceremony for Singapore's sixth MRT line, the Thompson Line (TSL), adding that more details will be made available by the Land Transport Authority when ready.

The TSL, which was gazetted in August 2012, will largely run parallel to the North-South Line, benefiting over 400,000 commuters in the north and central parts of Singapore.

Lui said that TSL is also expected to "provide additional 60 per cent capacity along the North-South corridor".

There will be 22 stations along TSL – six of them currently exist but 16 will be new.

The six existing stations are Woodlands, Caldecott, Stevens, Orchard, Outram Park and Marina Bay.

TSL will be completed in phases between 2019 and 2021 and will eventually link to Johor Bahru via Woodlands North station.

Lui also said that the west loop of Punggol LRT "will be opened for revenue service" on Sunday.

"The North-South Line Extension will open later this year, the Tuas West Extension in 2016, and the 42-kilometre Downtown Line will be fully opened in 2017. The ongoing construction works at Tuas West, and Downtown Line 2 and 3 are also progressing well," Lui said.

These are all part of the ministry's Land Transport Master Plan (LTMP), which aims to double Singapore's rail network by 2030. By then, the government hopes that eight in 10 households will be within a 10-minute walk from the nearest train station.

Plans under the LTMP, which was unveiled in 2013, include building five new MRT lines, adding more than 100 new trains, 800 more buses and 40 new bus services, among others.

Six women charged with rioting at Cineleisure Orchard

Six women, aged between 18 and 30, were charged in court on Friday with rioting at K Box Cineleisure Orchard early last month.

Two of the women also each face an additional charge of "voluntarily causing hurt" to another person.

The accused are Wang Xi, 23; Liu Jiabao, 30; Wu Huamin, 18; Wu Huachun, 19; and Qiu Zhulin, 28; and Ding Jiao, 28. The first five are all People's Republic of China (PRC) nationals with the first two also Singapore permanent residents. The last is a Singapore citizen.

All six were accused of rioting on 3 May, at about 2:15am at KBox Cineleisure Orchard at 8 Grange Road by taking part in "an unlawful assembly" with a common object to cause hurt to Zheng Lu, a 19-year-old female PRC national, and by using violence.

If found guilty, they each face a jail term of up to 7 years and are liable to caning.

Wang and Wu Huachun face an additional charge of voluntarily causing hurt to Zheng Lu "by kicking and punching her" at about 11:15pm on 2 May at the karaoke venue. They may be jailed for up to two years or fined up to S$5,000 or both.

The case will be heard again in court on 21 July.

Beyond the blogger: Who is Roy Ngerng?

Singaporean blogger Roy Ngerng ushers this writer into his Housing Board home like one would welcome his kueh-bearing neighbour in for a mid-day chat.
 
Wearing a green T-shirt and brown plaid shorts, he is the picture of cheerfulness and casualness rather than someone who may be stressed out, being the subject of a defamation suit by Singapore Prime Minister Lee Hsien Loong.
 
The son of a chai tow kway (a Hokkien phrase for "carrot cake") seller and a retired factory worker in May drew an unprecedented lawsuit that previously only targeted powerful and influential opposition politicians after he wrote a blog post in mid-May titled "Where Your CPF Money is Going: Learning From The City Harvest Trial".
 
The article's allegation that Lee was guilty of "criminal misappropriation" of the monies paid by Singaporeans to the Central Provident Fund (CPF) was "false and baseless", the prime minister's lawyer, Davinder Singh, said in a demand letter.
 
The case now rests with Singapore's High Court, but if the typical minimum value of claims is a guide, Ngerng could end up having to pay at least $250,000 in damages.
 
Ngerng, who has hired human rights lawyer M Ravi for his defence, has been able to rely on public support to raise money for his legal fees, garnering more than $110,000 from the contributions of over a thousand people through crowd funding.
 
The former healthcare worker, who has also applied to be a Nominated Member of Parliament, may have also been one reason that the CPF protest at Hong Lim Park earlier this month drew as much as an estimated 3,000 people.
 
Over the one and a half hour interview with Yahoo Singapore around mid-June, a picture emerges of a young man who may have been catapulted into the attention of Singaporeans seemingly out of the blue but has actually held the issues he now campaigns about close to his heart for many years.

The four-room HDB flat in Sembawang where Ngerng lives with his parents and younger sister is sparsely furnished. A lone three-seater sofa lined up against the wall is piled high with a motley collection of items ranging from folded clothes to gym equipment, with more chairs and items stacked opposite it.
 
"Yeah, no one actually sits there," he admits with a laugh, as we move across to two foldable chairs against a table lined up against the far end of the living room. On its glass panel, Ngerng's slim black Sony Vaio laptop takes centre stage.
 
A black four-blade fan, perhaps purchased in the early 2000s, stands on the floor beside it, whirring loudly amid a cacophony of message beeps from WhatsApp and Facebook emanating from Ngerng's mobile phone that is being charged.
 
Before moving to Sembawang in 2000, Ngerng's family had lived for many years in a two-room flat behind the now-defunct Hong Dao Primary School, where he attended the second half of his primary school years to save on the bus fare to Ang Mo Kio Primary School.
 
Today, with his older, married sister living with her husband and two daughters, the remaining Ngerngs, all of whom are working with the exception of Ngerng's mother, divide the household bills among themselves.

A sociology major, Ngerng says his interest in people and how they interact started from primary school, where he witnessed instances of racism against his classmates and struggled to understand them.
 
His favourite subjects while studying at the National University of Singapore (NUS) centered on family, religion, gender and racial profiling, the latter two being borne from his personal experiences of discrimination and ostracism.
 
"(In primary school) I wanted to make friends with everyone regardless of race or gender or sexuality, because I just don't think it's fair that some people have to feel ostracised because of who they are," he says.
 
His own experiences of this came in secondary school, when he had a falling-out with a close friend. The friend started telling their classmates that he was an "Ah Kua" (a Hokkien term to describe an effeminate man or a "sissy"), and soon everyone around him had branded him with the name, said Ngerng, who at that time held positions in the school's drama and library club.
 
"Of course it did affect me because for four years, people were calling me names," he says, adding with a slight laugh, "I would go up on stage to receive an award or do something and then get booed off stage, on an annual basis — it was a bit horrible."
 
When he was 15, he started telling his friends he was homosexual. Until about six to seven years ago, though, he struggled with the stigma from resulting discrimination he faced, alongside a series of rejections that lowered his self-esteem.
 
"I do appreciate the experience, though, because if I was never stigmatised or called names, I wouldn't have had the kind of experience that made me more empathetic or to ground me in understanding other people, which I like," he says. "It pulls me back when I might want to look at someone to judge them."

Even as this went on, things did improve for him in Serangoon Junior College, where he pursued art as an A-level subject. There, he discovered a love for drawing and painting, and particularly enjoyed watercolour painting and portraiture. He also won an award for topping his level in geography and art in his first year.
 
Volunteer work
 
At NUS, he joined the university's community service club, where he volunteered with children who had autism and hyperactive needs, as well as people with mental illness. He enjoyed it so much that he took six months off after graduating to work with Autism Partnership, an organisation that provides for the needs of families with autistic children.
 
He later fulfilled his ambition to work with the civil service, spending about six years working on and executing campaigns with the Health Promotion Board's Communicable Diseases department.
 
Ngerng's work also took him to regional and international conferences where he would present Singapore's strategies and programmes on creating raise awareness about various health issues. His efforts won him an Employee of the Year award for innovation in 2011.
 
Two years ago, he moved over to a newly-created position at Tan Tock Seng Hospital (TTSH) as a contract patient coordinator, a position that allowed him to run — and front — his first campaign to encourage people to understand the lives of people with HIV.

Called "The Power to Change is Within You", Ngerng had banners and posters put up around the hospital, with a week-long exhibition and a two-day schedule of performances, all of which were aimed at helping hospital visitors to understand better the lives of HIV patients, as well as encouraging people living with HIV to have a more optimistic outlook in life.
 
This was all before he was sacked on 10 June following the defamation suit filing. Spokespersons for the hospital said Ngerng was dismissed for "conduct incompatible with the values and standards expected of employees, and for misusing working time, hospital computers and facilities for personal pursuits".
 
Ngerng, however, said in a Facebook post that his dismissal was "politically motivated".

On his activism, Ngerng explains that his tussle with his self-esteem issues in his youth drove him to think about what was needed for society to be happier and for people to live in an environment that allowed them to be happy.
 
"Why were people so stressed out?" he asks. "I've always thought that policies have an effect on people — if people are forced to work long hours, they will necessarily be stressed."
 
He started the "The Heart Truths" blog in July 2012 after he read an article about Lee comparing Singapore with Nordic countries. He said the story "painted a very nice picture" — one he felt "there might be other ways to look at".
 
"The more I researched, the more I realised Singapore might be advancing economically, but socially and psychologically we are not moving on par," he says. "So I wanted to then delve into the specific areas that might disadvantage the people in terms of wages, CPF, because the people were not getting adequate wages… they weren't able to have a proper livelihood."
 
What wages are adequate? From Ngerng's previous calculations in one of his blog posts, he pits it at between $1,500 and $2,000 monthly in order to cover the cost of shelter, food, transport and health insurance.
 
'The government didn't respond'

Ngerng believes that at the root of people's growing dissatisfaction with the government has been the lack of response to citizens' concerns.
 
"It got to a stage where for me personally it felt like not only was the government not responding, but policies that were created were still piecemeal and cosmetic," he says, raising the Fair Consideration Framework as an example. "That was when I became a bit stronger in my advocacy — if the government doesn't want to change things, the people would have to demand change."
 
That's when he started doing more research, writing more than 400 blog posts about various issues concerning Singapore, meeting activists, as well as organising fora and later protests.
 
Despite his ongoing bid to become a Nominated Member of Parliament, however, Ngerng maintains that politics is "still not something (he would) fancy", explaining that if he entered politics, it would be simply in a bid to swing more votes toward introducing more voices in Parliament.
 
That being said, he stresses that he is not against the ruling People's Action Party — he lauds its numerous policies that have laid the foundation for Singapore's economic success — yet, he aspires to a unified opposition with a common goal of increasing social welfare for Singaporeans.
 
He says his ambition to enter the civil service and non-governmental organisations is driven by his hope to advocate the implementation of solutions, propose his own policies and seek funding to exact change.
 
"I think that people should still do that, but I also realise that it's intertwined into politics. If there is no political will, or if the political agenda is set in a way that does not allow social services or the social sector to grow, then it becomes politics; you would need to advocate (for change) or you would need to take things into your own hands," he says.
 
What next for Roy?

Meanwhile, as the defamation case progresses, Ngerng plans to "keep calm and carry on" trying to increase awareness of issues such as healthcare, wages and social security.
 
"If the government does its job, I won't have to write my blog," he says. "I would be content being a cleaner, a waiter, earning a wage that is livable; I would be happy knowing that my life, people's lives, are safe."
 
Between that and looking for a job, he also says he may help his father and aunt at their chai tow kway stall, particularly on days when there is high human traffic — even though he admits he isn't likely to take over his dad's business.
 
"Some people have suggested that but I don't think cooking is my forte," he points out.
 
Ngerng, though, remains busy dealing with being in the spotlight, having been cast in a way as the "David" to the prime minister's "Goliath". Talking amid a stream of pings from his phone and computer, he says, "I try to do regular updates because people are concerned… I want to let them know it's not just about me; we're all in this together, all raising awareness."
 
Ultimately, what drives him to advocate for certain things is what first prompted him to choose the "The Heart Truths" as the name of his blog. "Can we have truth that comes from the heart, that is real and sincere?" he asks.
 
"Only when we are truthful with ourselves and honest to the people can we have transparency and accountability, and only then can the lives of Singaporeans improve, become better, and then, our country will grow together as one. I think this is what Singaporeans truly want for our nation," he asserts.

Singapore's prime minister said Tuesday international law should determine how territorial disputes in the South China Sea are resolved, rather than the notion that "might is right."

Prime Minister Lee Hsien Loong was responding to a question about China's expansive territorial claims in resource-rich oceans that have spooked some of its Southeast Asian neighbors.

Singapore is not a claimant state in the South China Sea, but is supportive of efforts by Southeast Asia's regional bloc to negotiate with China a code of conduct to manage and resolve the territorial disputes, that have increased regional tension. The city state also balances its strong ties with Washington with cordial relations with Beijing.

Singapore's Prime Minister Lee Hsien Loong on Tuesday called on Japan to turn the page on World War II, saying that persistent reopening of history worsened relations within Asia.

While China and South Korea have vociferously criticized conservative Prime Minister Shinzo Abe on history, Lee said Singapore approached the issue as a partner of the Japan "which wishes it well."

"Unless you can put the Second World War behind you and not keep on reopening issues of comfort women, of aggression, of whether or not bad things were done during the war, I think that this is going to be a continuing sore," Lee said at the Council on Foreign Relations on a visit to Washington.

The office of Singapore's Prime Minister Lee Hsien Loong on Wednesday spoke up in defence of letters sent by his press secretary and the country's representative to Hong Kong to rebut articles touching on the political leader's defamation suit against a local blogger. 
 
In a statement posted on its website, spokespersons for the Prime Minister's Office (PMO) said it was "completely in order" for Lee's press secretary, Chang Li Lin, to pen a response to an article in The Economist that referred to the defamation suit against Roy Ngerng, who is accused of alleging the prime minister was guilty of "criminal misappropriation" involving monies in Singapore's social security savings system.

Banks in Singapore will soon be required to keep certain amounts of easy-to-sell assets on hand in the country to support themselves in times of stress.

The new liquidity framework applies to lenders with a "significant retail presence" in the country and covers all currencies, Lim Hng Kiang, the deputy chairman of the Monetary Authority of Singapore, or MAS, said in a speech last night. Banks will also need to hold liquid Singapore dollar assets separately to manage their liabilities in the local currency.

Singapore is mounting a drive in China to market itself as a standalone tourism destination, officials said on Tuesday, after a drop in Chinese arrivals to neighbouring countries affected the city-state.

The Straits Times newspaper reported Tuesday that Singapore tourism was being hurt by Chinese travellers' reluctance to visit Malaysia due to the ongoing Flight MH370 mystery, and Thailand because of its political crisis.

The five million yuan ($800,000) marketing campaign that will last until October will encourage Chinese travellers to visit Singapore alone.

A Muslim woman in Singapore has demanded a refund for a pair of shoes that were lined with pig skin, a media report said Tuesday.

Administrative assistant Nur Najwa Abdullah, 43, is demanding the refund from footwear chain Happy Walker, claiming that the sales staff had told her the shoes were made of calf skin, Straits Times reported.

The shoes were worth $279 and Abdullah only realised the flaw after wearing them for six months.

Suspected Boko Haram militants have abducted more than 60 women and young girls in restive northeast Nigeria, a local official and a vigilante leader said on Tuesday.

The group was kidnapped in the last week during a series of Boko Haram attacks on Kummabza village in the Damboa district of Borno state, which left at least 30 dead, according to residents who escaped the violence.

Student survivors of South Korea's ferry disaster will testify in the trial of the captain and crew in a special session at a courtroom in their traumatised home town, a district court ruled Tuesday.

The court in Gwangju, 165 miles (265 kilometers) south of Seoul, said the decision had been made to spare the students any further stress.

The ruling came as the court began to hear evidence in the trial of the captain and 14 crew, who are charged with criminal negligence and abandoning the passengers of the Sewol ferry which capsized and sank on April 16 with the loss of nearly 300 lives.

Vincent Wijeysingha hits out at Singapore archbishop’s open letter about LGBT individuals

Social work lecturer Vincent Wijeysingha has condemned an open letter written by the archbishop of the Catholic church in Singapore William Goh, "Re-statement of the church's position on the family".

In a Facebook note published on Monday, the 44-year-old, who publicly came out as a gay man last year, also revealed that he had come into "unfortunate contact with a priest who would engage me in play wrestling and attempt to touch my crotch in the process". This happened, he said, when he was 15.

Wijeysingha added, "He once brought me to his bedroom and took a stack of pornographic magazines from his wardrobe to show me."

Masking real intent?

On Goh's letter, Wijeysingha termed it a "cynical attempt to portray the church as a compassionate and empathetic organisation concerned for the souls of LGBT people".

He accused the Catholic Church in Singapore as attempting to "come across as nice guys intent only upon the salvation of souls", but masking the church's "real revulsion towards LGBT people".

In his open letter, published on 21 June, the archbishop had stated that the Catholic church regarded each individual, regardless of their sexual orientation as being a child of God, "and is therefore worthy of love and respect", and that the church also discouraged discrimination of any kind.

However, the archbishop also upheld the Church's stance in discouraging LGBT sexual relationships and lifestyles as they are "detrimental" to society and "not helpful" to human development and "contrary" to Christian values". Goh then urged those who are struggling to integrate their faith and their sexual orientation to seek counselling and spiritual support.

The archbishop had mentioned setting up support groups "to assist those who are struggling with same sex attraction and their loved ones who have difficulty accepting them" in a previous open letter about LGBT issues, with regard to the Sexuality FAQ that had been posted on the Health Promotion Board (HPB) website earlier this year.

His latest letter is coming amid an ongoing controversy between the "Wear White" camp – those who support a campaign to wear white clothing during an evening Muslim prayer which will be held on the same day as an annual LGBT-rights rally – and supporters of the rally, known as Pink Dot.

Referring to the alleged episode with the priest, Wijeysingha said that the incident "never seemed momentous and so far as I'm aware, it didn't damage me".

Yahoo Singapore has contacted Vincent Wijeysingha and the archbishop for comment.

Singapore police on Monday said they have arrested 15 people in a crackdown on illegal betting during intense World Cup fever in the city-state, which has become notorious for football-linked crime.

"Preliminary investigations revealed that the suspects are believed to have received illegal bets amounting to about S$800,000 in the past two weeks," the Singapore Police Force said in a statement posted on its website Monday.

Malaysia's highest court ruled today that the Catholic newspaper The Herald has no grounds to appeal a lower court decision preventing it from using the word "Allah" to refer to God.

The landmark decision on a divisive issue that has fuelled intense debate and heightened religious tensions in the country, brings to an end the Catholic Church's challenge in the Malaysian court system.

A seven-member bench at the Federal Court decided by a narrow 4-to-3 majority to deny the Catholic paper the right of appeal.

CPI-All Items inflation picked up to 2.7% in May, on the back of an 8.1% climb in private road transport costs.

According to data released today by the Monetary Authority of Singapore and the Ministry of Trade and Industry, May's inflation is higher than April's 2.5%, while private transport costs are also greater than the 5.7% rise in the preceding month.

 A stand-off between South Korean troops and a conscript soldier who killed five comrades ended on Monday when the young recruit shot himself in an incident that has raised fresh questions over the country's rules on compulsory military service.

Troops cornered the 22-year-old soldier in a densely forested area near a small town in Goseong county, a mountainous region on the eastern coast of the peninsula near the border with North Korea.

After a 24-hour stand-off and despite pleas by his father to give himself up, the conscript shot himself in the side, and was taken to a military hospital.

Late on Saturday night the soldier threw a grenade and opened fire, killing five members of his unit and wounding seven at a base outpost in Goseong county. The conscript then fled carrying a firearm, ammunition and a grenade and exchanged gunfire with troops.

Authorities say they have broken up 32 terror groups and arrested more than 380 suspects in China's west in the first month of a crackdown aimed at demonstrating the Communist Party's resolve to maintain order in a borderland by recent unrest.

Officials from the Xinjiang region told reporters Monday that security forces also seized several hundred explosive devices, a few tons of explosive material and computers and books about terrorism and religious extremism.

MUIS tells Singapore mosques to adopt ‘non-confrontational’ approach towards LGBT community: report

The Islamic Authority of Singapore (MUIS) has distributed internal advisories to mosques in Singapore, reminding them to adopt a "non-confrontational approach" towards people in the lesbian, gay, bisexual and transgender (LGBT) community, TODAY online reported on Saturday.

Reasons for this include preventing those people from distancing themselves from the religion, getting into unnecessary arguments with them and giving them bad publicity.

While MUIS maintains that they do not support the promotion of LGBT lifestyles, "support and help" must be given to those who have been or are inclined to lead such lifestyles, the report said.

MUIS also reminded mosques to refrain from organising programmes that oppose these people, and avoid getting involved in the "crossfire" between "Wear White" and "Pink Dot".

'Wear White' vs 'Pink Dot'

Theadvisories came after a "Wear White" campaign was launched on Facebook on 6 June to "remind Muslims not to participate" in the Pink Dot event, which rallies support for the LGBT community. Pink Dot is happening on 28 June at Hong Lim Park, which is also the eve of the first day of Ramadan - the Muslim holy fasting month.  

The "Wear White" campaign, which was reportedly launched by an Islamic religious teacher, has also called on its supporters to wear clothes in white during an evening prayer that will be held on the same day.  

The "Wear White" campaign sparked strong reactions from members of the community, including Singapore playwright Alfian Sa'at, who shared concerns on Facebook over the way the campaign organisers had expressed their views, using words such as "incendiary", among others, to describe them.
 
In another post on Friday he said that the "combatory" and "accusing tone" used was "unbecoming for a religion that promotes peace".

Church network joins 'Wear White'
Members of the Faith Community Baptist Church, led by senior pastor Lawrence Khong, as well as the LoveNetwork of churches in Singapore have reportedly joined the "Wear White" campaign as well.

"I'm so happy that Singapore's Muslim community is making a vocal and visual stand for morality and Family. I fully support the 'wear white' campaign...," Khong was quoted as saying.

Earlier in May, a Red Dot Family Moment event organised by the Touch Family Services that was slated to take place at the Padang on 28 June was cancelled. The Urban Redevelopment Authority had deemed it unsuitable for the venue.

Singapore celebrities want to #SaveZouk in campaign video

"ZOUK: An iconic musical playground where people of varying ethnicities and backgrounds unify on the dance floor to soak up the sounds," Zouk Singapore reiterates in a YouTube video post as part of the "Save Zouk" campaign on Thursday.

It is a sentiment shared by many, including Singapore celebrities and radio deejays, who are seen in the 3-minute clip sharing their thoughts and memories on the iconic venue and its possible demise.

Earlier this week, founder Lincoln Cheng, 67, announced the closure of the club on Jiak Kim Street if he is not granted a three-year extension of lease by the end of this year.

Cheng, who has been receiving short-term lease extensions for the dance club since 2012, said he is "sick" of this.

Now, with six months left and with no confirmation from the authorities yet, the management has launched an online campaign to "Save Zouk".

As part of the campaign, celebrities such as Jade Seah and Patricia Mok have expressed their shock over Zouk's possible closure in this campaign clip.

"At first, I couldn't believe it because it feels like Zouk will always be one of those institutions that will always be there," said Seah, who also reminisced about going to the first ZoukOut, an electronic dance music festival hosted by the club, which took place just before her 'A' levels examination.

"Seriously, Zouk can stay for 23 years. It really is an icon. It has to be," said Mok.

Even if the campaign succeeds and the club is able to shift to a secure venue, radio deejays such as Rosalyn Lee said "it will never be the same feeling".

Then again, "Which other club brings you one world, one music, one tribe, one dance?"
 
Many have shown support of the campaign by voting for it on the Save Zouk website.  Fans have also flocked to its Facebook page for the venue's latest updates.

Google has taken down a blog that listed ways to harass Singapore's Filipino population, drawing praise from Internet users appalled by growing racial tensions in the city-state.

PM Lee*s press sec issues letter to The Economist

Prime Minister Lee Hsien Loong's press secretary Chang Li Lin has issued a letter to The Economist, in response to an opinion piece the magazine had written about the ongoing defamation case against Singapore blogger Roy Ngerng.

In it, she said, "You referred to an "alleged 'serious libel'" by Roy Ngerng. This is not an allegation. Mr Ngerng has publicly admitted accusing Lee Hsien Loong, the prime minister, of criminal misappropriation of pension funds, falsely and completely without foundation. After promising to apologise and to remove the post, Mr Ngerng did the opposite; he actively disseminated the libel further. This was a grave and deliberate defamation, whether it occurred online or in the traditional media being immaterial."

Ngerng is embroiled in a defamation suit initiated by PM Lee after posting an article that accused the latter of embezzling and misusing CPF funds via the vehicles of Temasek Holdings and the Government Investment Corporation, Singapore's two key investment arms. He has since been fired from his job as a patient co-ordinator at Tan Tock Seng Hospital, a move which was backed by the Ministry of Health.

In its piece, The Economist had written, "The alleged "serious libel" was made on Mr Ngerng's blog on May 15th. Mr Lee's lawyer argued that an article he posted about the Central Provident Fund (CPF), a compulsory-savings scheme to provide for Singaporeans' retirement, accused the prime minister of "criminal misappropriation of the monies paid by Singaporeans to the CPF".

"Mr Ngerng has removed the offending post and apologised, and offered Mr Lee 5,000 Singapore dollars ($4,000) in damages—an offer his lawyers dismissed as "derisory". But he has continued writing about the CPF and, on June 7th, spoke at a rally at Singapore's "Speakers' Corner" that took for its slogan "Return our CPF!"."

To this, Chang added in her letter, "What is at stake is not any short-term positive or negative impact on the government, but the sort of public debate Singapore should have. When someone makes false and malicious personal allegations that impugn a person's character or integrity, the victim has the right to vindicate his reputation, whether he is an ordinary citizen or the prime minister. The internet should not be exempt from the laws of defamation. It is perfectly possible to have a free and vigorous debate without defaming anyone, as occurs often in Singapore."
